Bioterra’s Conference Topic of year 2010:
“The European Experience in Inspection and Certification
of Organic Farms and Products”
On Saturday, 30th of October 2010, at 9.00 o’clock, in the Auditorium of the University of Agricultural Sciences and Veterinary Medicine from Cluj-Napoca, 172 people from Romania, Hungary, Republic of Moldova and Bulgaria were ready to assist to the Opening Ceremony of the XIth edition of the Bioterra Conference.
The participants came from the 4 nominated countries as following:
• From Republic of Moldova: a delegation of 10 people, led by Dr. eng. Iurie Senic, representative of the Ministry of Agriculture and Food Industry (MAFI). The Moldavian group was compiled of farmers and consultants from Pro Rural Invest Association, representatives from the Plant Protection and Organic Farming Research Institute (PPOFRI) Chisinau and Mr. Arcadie Murahovshi – Manager of “Certificat Eco” Ltd. Chisinau - body of inspection and certification;
• From Hungary: a delegation of 10 people representing Kelet-Magyarországi Biokultúra/organic farmers association and Sárközy Péter Foundation, together with 2 reprezentatives from Biokontroll Hungary Ltd. – body of inspection and certification;
• From Bulgaria: Mss. Dimana Vlaeva, representing FYTOLAB from Plovdiv;
The Romanian participants came from:
• The Romanian Academy of Agriculture and Forestry Sciences (RAAFS): Prof. Dr. eng. Leon Sorin Munteanu;
• The National Federation for Organic Agriculture (NFOA): Dr. eng. Ion Toncea - President and Prof. Dr. Avram Fiţiu - General Secretary;
• The University of Agricultural Sciences and Veterinary Medicine (UASVM) Cluj-Napoca: professors, lecturers, students (in total 26 participants);
• Representatives from the Board of Agriculture and Rural Development (BARD) of Cluj County, led by Mr. Iuliu Suatean – General Director (in total 5 participants);
• Mr. Vákár István – Manager of the Payment Agency for Rural Development and Fisching / the Cluj county office;
• Representatives of the Chambers of Agriculture (the former Offices for Agricultural Consultancy) from 6 counties;
• Representatives from agricultural research institutes;
• Representatives from Ecoinspect Ltd. Cluj-Napoca (Romanian inspection and certification body) / in total 8 people;
• Farmers, processing and trade companies managers – members of Bioterra Association;
• Representatives from several NGOs: BioGarden Association Targu Mures; Transilvania Ecology Club Cluj-Napoca, BioClub Cluj-Napoca; the Romanian Beekeepers Federation; the Pastures, Meadows and Forestry Lands Owners Association (PMFLO) from Romania;
• Sympathizers of Bioterra Association.
The opening Ceremony of the Conference was chaired by:
– Prof. Dr. Cornel Man – President of BIOTERRA;
– Prof. dr. Leon Sorin Muntean – President of the Cluj branch of the Romanian Academy for Agricultural and Forestry Sciences;
– Dr. eng. Ion Toncea – President of NFOA;
– Iuliu Suatean - General Director of BARD Cluj;
– Dr. Eng. Iurie Senic – MAFI, Republic of Moldova;
– Dr. ing. Péter Roszik - Biokontroll Hungária;
– Dr. ing. Piroska Lörincz – Ecoinspect Ltd. Cluj-Napoca.
Opening speeches were held by: Mr. Leon Sorin Muntean (RAAFS), Mr. Iuliu Suatean (BARD Cluj), Mr. Ion Toncea (NFOA), Mr. Iurie Senic (MAFI, Republic of Moldova), Mr. Gabor Solti (Sárközy Péter Foundation Hungary), Mr.György Bodnár (Kelet-Magyarországi Biokultúra Ass., Hungary) and Mr. Leonid Volosciuc (PPOFRI Chisinau, Republic of Moldova).
An e-mail message has been sent to the Conference by Mr. Martin Scutz (the spiritual father of Bioterra Association) from Switzerland. The message has been red to the audience by Mr. Cornel Man.
After the opening speeches it was scheduled a coffee and tasting of organic products break. There have been tested organic dairy and bakery products, fruits, juices and tea.
The Conference Program has continued after the break with presentations in the plenary done by the following lecturers:
· Dr. eng. Piroska Lörincz – Ecoinspect Ltd. The subject of her presentation was “Romanian Organic Agriculture Inspection and Certification Experience”
· Dr. eng. Péter Roszik - Biokontroll Hungária Ltd.: „The Hungarian Experience in Processing Units Inspection and Certification”;
· Dr. eng. Avram Fiţiu (UASVM Cluj-Napoca). The subject of his presentation was “Evolution of the Romanian Organic Market”
· Dr. eng. Iurie Senic (MAFI, Republic of Moldova): “Inspection and Certification in the Republic of Moldova”
After the presentations, the Conference floor has been opened for everybody who expressed a willing to speak to the audience. The following participants have addressed their opinions, thoughts, problems, questions or proposals in the plenary:

During the work-shops there have been adressed questions to the inspection and certification bodies representatives and there have been expressed many opinions and proposals by the participants related to the following aspects: problems regarding the business management due to the frequent changes in the legislation and the general bureaucracy, lack of financial support from the Goverment, marketing hardships, aso.
